Paul’s involvement in managed care, non-profit management, and public affairs spans more than 25 years and covers all aspects of managed care/health policy, social service programs, and public affairs campaigns. Drawing on this broad range of experiences, Paul designs and manages creative solutions for our consulting clients.

Cantrell’s business experience includes:

  • Vice President of product development and government relations with the Georgia Business Forum on Health.
  • Director of the Georgia Insurance Department’s Life and Health Division where he managed the rate and form filing division and advised the Commissioner on health policy matters. He also served informally as the state’s subject matter expert on health insurance and managed care in consultations with the Georgia General Assembly and governor’s office as well as various state and federal agencies and NGOs.
  • Operational, compliance, and public affairs’ leadership positions over 15 years with Humana.
  • Executive leadership roles with four start-up businesses – three for-profit and one non-profit.

Since 2012, Cantrell has led Clear View Strategies involvement with client initiatives across the health care spectrum, including: non-profit social service agencies, MSOs, state and national associations, an international retail pharmacy corporation, and various foundations. Issues and industries served include: managed Medicaid, long term services and supports (LTSS), Medicare Advantage, home dialysis, addressing social determinants of health, care transitions, a myriad of retail pharmacy issues, social entrepreneurship and business acumen for non-profits, as well as management and staff training programs.

Paul holds a Bachelor of Science degree from James Madison University. He and his wife, Beth, have two children. Paul enjoys kayaking, hiking, gardening and is an active volunteer with local aging and environmental groups.
